A county social worker will interview you at your home to determine your child's eligibility and need for IHSS. Based on the information gathered the social worker will assess the types of services you need and the number of hours the county will authorize for each of these services. The social worker needs to document all service needs and justify service authorizations in the case narrative. In-Home Supportive Services, also known as IHSS, can help pay for services if you’re a low-income elderly, blind or disabled individual, including children, so that you can remain safely in your own home.
The actual provider payments are then issued by the State of California directly to the care providers. In-Home Supportive Services providers and recipients must either enroll in the Electronic Timesheet System or the Telephonic Timesheet System to complete, submit, and manage their IHSS timesheet and payment accounts. These secured systems allow IHSS providers to submit their IHSS timesheets and the IHSS recipients to review, reject, or approve timesheets using a computer, laptop, tablet, smartphone and/or by phone.
In-Home Supportive Services (IHSS)
Advertise that you are seeking a qualified care provider by placing advertisements in newspapers, at local colleges, on-line, or at the Multi-Purpose Senior Services Center. If your county has contracted IHSS providers, you may choose to have services provided by the contractor. If approved, you will be notified of the services and the number of hours per month which have been authorized for you. A completed Health Care Certification must be received by the county prior to authorization of services. If you would like to get more information about the IHSS program or to submit documents to your worker for a pending or active case, you can securely submit requests or documents electronically via the SSA Submit page. You must meet the IHSS Program's monthly income limits and asset limits on the amount of resources you own to receive IHSS benefits.
Resources include items such as savings, investments, certain types of property and personal possessions. The Department of Aging and Adult Services offer a wide variety of programs designed to help the senior, disabled , and at-risk adults in our county. How are IHSS care providers paid?
Live at home or an abode of your own choosing (acute care hospital, long-term care facilities, and licensed community care facilities are not considered "own home"). The California Department of Public Health is updating its order requiring health care workers to be fully vaccinated and boosted. Public health orderissued December 22, 2021 by the California Department of Public Health requires IHSS & WPCS providers to be fully vaccinated and boosted with the COVID-19 vaccine. The deadline to acquire the vaccine booster dose has been extended.
COVID-19-related supplemental paid sick leave for IHSS and WPCS providers has been reinstated. The COVID-19-related supplemental paid sick leave is available for IHSS and WPCS providers who meet the qualifying conditions to be eligible for this paid sick leave. The IHSS Share-of-Cost program allows a person with higher income to receive IHSS if he/she pays part of the cost. A share-of-cost is the amount of money that an IHSS recipient must pay to his/her IHSS provider every month to "share-the-cost" of the recipient's IHSS. The State of California pays the rest each month to the IHSS provider.
What is IHSS Share-of-Cost?
Since the inception of the Community First Choice Option in 2011 , the IPO recipients make up a little over 2.5% of the overall IHSS population. The original IHSS program, now named IHSS-Residual (IHSS-R), began in 1974 and is a state-and-county funded program with 65% State and 35% county dollars of the non-federal share. IHSS-R recipients make up less than 1.5% of the overall IHSS population.
You may be eligible if you are 65 years of age, disabled, or blind. This includes persons who would be able to return to their homes from hospitals, nursing homes, or board and care homes, if they had help at home. You must have a physician or other licensed health care professional fill out a Health Care Certification form and you must return it to the county before care services can be authorized.

IHSS provides assistance with domestic, personal care, and other services to adults who are low-income, disabled, and/or blind. IHSS care providers who are 16-to-18-years old must obtain school work permits.
